Level n Cost for Routing Circuit?

    This sets the Routing Circuit cost for Level 1 or Level 2 traffic.
    This question is relevant only to systems that are configured as
    L1ROUTER or L2ROUTER.  This cost is used in the computation of the
    optimum network routing of packets originating from the system, or
    forwarded by the system.
