Releases ownership of an OpenVMS Galaxy lock.

    Note that this system service is supported only in an OpenVMS
    Alpha Galaxy environment.

    mechanism:    input by value
    The 64-bit lock handle that identifies the lock to be released.
    This value is returned by SYS$CREATE_GALAXY_LOCK.
