Specifies the data component for the specified key. If the value
    does not exist, the command creates the value.

    This command requires the SYSPRV privilege or the REG$UPDATE
    rights identifier.

    Format:

      CREATE VALUE  key-name

    key-name

    Specifies the name of the key for which you will set the value.
