Adds an entry to one external notification lists.

   ADD EXTERNAL entry_name list_name

1  –  entry_name

   On OpenVMS systems, is a logical name that points to a command procedure.
   On Digital Unix systems, is the name of a script file.

2  –  list_name

   Can be one of CUSTOMER or RESERVED.
