    in a cluster during startup.

    Requires READ (R) and WRITE (W) access to the current system
    parameter file on disk: SYS$SYSTEM:ALPHAVMSSYS.PAR (for Alpha),
    and SYS$SYSTEM:IA64VMSSYS.PAR (for Integrity servers).
