    Modifies the attributes for a mop circuit entity, which is
    a data link circuit on which MOP services are available.  The
    modifiable attributes and their data types [in brackets] are:

    known clients only [boolean]
    link name [data-link-entity-name]
    retransmit timer [seconds]
