 This loads the information from the local name file into the DECdns local
 namespace.

     LOAD [file-name]

 Before loading the local name file, the LOAD command first clears all
 current names from the local namespace.  It then reads each node definition
 and registers the node in the local namespace.

 For each node definition it reads, the LOAD command checks for a TOWERS
 parameter.  If it finds one, it registers the node using the specified
 tower set.  If not, it registers the node using a default tower set.  This
 default tower set is based on the simple address specified in the ADDRESS
 parameter, and on the node's DECnet phase specified in the PHASE parameter.

 If you do not specify a file name in the LOAD command, a default file name
 of SYS$SYSTEM:DECNET_LOC_NODE_DEFINITIONS.TXT is used.
