You must be running the kept debugger to use the RUN and RERUN
 commands

    Facility: DEBUG, VMS Debugger

    Explanation: The RUN and RERUN commands are not available if you
    start up the debugger using RUN/DEBUG.

    User Action: To use this command, exit the debugger and invoke
    the kept debugger configuration.
