Image file that adjusts the OpenVMS system clock when daylight
    savings time begins and ends. The image also defines the logical
    SYS$DST_DELTA_TIME to a 100-nanosecond offset to the next time
    change related to daylight savings time. The offset is used by
    the job controller to schedule the next run of the image.
