VMS Help  —  Sys Files, [SYS$LDR]
    This directory, known by the logical name SYS$LOADABLE_IMAGES or
    ALPHA$LOADABLE_IMAGES, contains the set of images loaded during
    the bootstrap of the system. The Executive loaded images, device
    drivers, and other images loaded into the system reside in this
    directory. These loadable images are unique in that they cannot
    be executed with RUN or other DCL commands.
