SYSGEN parameter SMP_SPINWAIT

When running OpenVMS in an emulator and the emulated server is configured with more
than one CPU it is recommened to increase the value of the system parameter SMP_SPINWAIT
to at least 3000000.

Current value for SMP_SPINWAIT: 100000
Advised value for SMP_SPINWAIT: 3000000

When running on multiprocessor configurations, OpenVMS performs checks to ensure that all
processors are functioning and that there are no synchronization deadlocks. If abnormal
conditions are detected, the system will crash with a CPUSANITY or CPUSPINWAIT.
