OpenVMS uses two different disk structure levels:
A disk with ODS-5 cannot be changed to ODS-2 on a simple way.
From ODS-2 to ODS-5 can be done using the DCL command "SET VOLUME/STRUCTURE_LEVEL".
From ODS-5 to ODS-2 can only be done using another disk, initialise this new disk as ODS-2 and
copy all the data from the ODS-5 disk to the ODS-2 disk.
No data will be lost, but there will be problems with file names and other file information.
