9.11  Shutdown and Reboot Cycles

  Resources such as CPUs can be dynamically reassigned
  once the involved instances are booted.  To reassign statically
  assigned resources, such as I/O processors, you must shut
  down and reboot the involved instances after executing the
  appropriate console commands.
