6.3  Step 3:  Create A System Disk

  Decide whether to use a system disk per instance     or to use a
  cluster common disk

  A new SECURITY.EXE is required for all cluster members
  running a version prior to OpenVMS V7.2 that share the
  same VMS$OBJECTS.DAT with Galaxy instances.
