  Permanent Restriction

  Due to firmware addressing limitations on driver-adapter
  control data structures, KFMSB and CIXCD adapters can
  only be used on hardware partitions based at physical address
  (PA) = 0.  In OpenVMS Galaxy configurations, this restricts
  their use to instance 0.
